NAPA Profile 2012


1-     Background
National Prosperity Association (NAPA) is a non-profit and non - governmental organization working in partnership with poor people in rural areas for empowering and promoting the positive change of their attitude towards community sustainable development. It was formed by a group of dynamic and dedicated people committed to the community development and officially registered within the Ministry of Interior in 1997 that located in Sla Village, Vosor Commune, Samrong Tong district, Kampong Speu province.

NAPA afterwards has been provided in both technical and financial supports from number of development partners to intervene and operate number of projects in the rural poor communities in Kampong Speu and Kampong Chhnang province. The successful achievement of NAPA was found by strong support and active participation of the people in community, all level of local authorities and other development partners such as KHANA, HACC, Oxfam Hong Kong, Oxfam International, Concern Cambodia, NDI, PSI, Care Cambodia, CCC, NGO Forum, MEDiCAM, The Asia Foundation, NEDC, CEDAW, HANet, CEDAC, WeNetCAM…

NAPA is non Governmental with poor people in the rural areas to develop their community in order to change their attitude positively and empowerment.

1-Oxfam Hong Kong:  Food Security for the poor (1996-2005)
Objective        : Increase living condition to the poor in remote of Kampong speu province.
Target area    :
-       Samrong Torng district:  4 communes(Vor sor, Roleang Chork, Roleang Kreul and Sein Dey);
                                               17 villages.
-        Korng Pisey district   : 1 commune (Preah Niphean); 11 villages

Beneficiaries  : 1400 families are direct beneficiaries and 7,000 families are indirect beneficiaries.
Main Activities:
1-      Agriculture technical training (Rice, Vegetable and Animal raising)
2-      The System of Rice Intensification (SRI) training
3-      Training TOT to focus farmers
4-      Provide loan for small business
5-      Form up Saving groups
6-      Gender, sexually transmitted infection (STI) and HIV/AIDS mainstreaming
     2-HIV/AIDS Prevention (6 months in 1998) supported by Concern Worldwide
3- Emergency Project: 2000-2001 supported by OGB, C.W.S, and Concern Worldwide
    4- United Health Network (UHN): 2002-2005 supported by PSI
    5- Providing HIV/AIDS Prevention: 2005-2009 supported by PSI
6-National Democracy Institute (NDI): Discussion between parliamentarian and people from (2003-2006) 

Objective: Increase understanding of democracy in local level
 Target Areas: 8 district in Kampong Speu Province
Target group: General people in Kampong Speu province.
Main Activities:
-                     Prepared Forum for parliamentarian and people in each districts of Kampong Speu.

     7- Oxfam International: Community Based Drought Preparedness Mitigation Project (2004-2007)
Objective: To build a wider institutional culture for Disaster Risk Reduction[1] in order to increase the resilience of 6,329 men, women and children (1223 households) to floods and drought in Konpong Speu Province, Cambodia.

Target area    :
-       Korng Pisey district          : 5 communes (Pich Mony, Toeuk Lork, Srorng, Sdok and Prey Vihar);
16 villages.
Beneficiaries  : 1,295 families are direct beneficiaries and 3,885 families.

Main Activities:
1-      Small business through provide bicycle.
2-      Improve public health
3-      Rehabilitation of irrigation
4-      Capacity building to Community leader of disaster management  committee
5-      Increase awareness and responsibility to Water sanitation committee, Saving group and public health agency.

Lesson Learn:
1-      Good financial and technical support from Oxfam.
2-      Good cooperation with NCDM, PCDM, DCDM, CCDM, village leaders.
3-      Active participation of communities especially women.
4-      Communities in 5 communes and 27 villages can prepare better than 2004.
5-      Communities can maintain their achievement as their own properties.

5- CARE: Good Health Good Work support by USAID through CARE (2006-2009) that focus on reproductive and sexual health to young people in factory workers.

- Project: Improvement of Livelihoods for the Poorest (ILP) 2006-2008
Objective: To improve the livelihood of the extreme vulnerable and poorest people in rural areas

-                 Toeuk Phos : 2 communes (Khlong Popork and  Choung Morng); 15 villages
-                 Kampong Tralach: 2 communes (Chouk Sor and Thmar Ed); 6 villages
-                 Samarky Meanchey: 2 communes (Sethey and Khna Chmar); 6 villages

-          Refer Most at risk population include marry couple get VCCT, STI, Sexual health service
-          Conduct group discussion with EWs& FWs on HIV/AIDS, STI, sexual and reproductive health.

9-4 World Food Program (through KHANA)
Target Area : Preak Nipean, Veal Angpopel, Rokar koh, Chunruk and Snom Krapeu communes, Kong Pisey district Kampong Speu province.

Target Group:
-          91 PLHA and 55 OVC

Activities: Provide 30 kg of rice, 1 kg of bean oil and 0,5 kg of salt

10-5 Improving Reproductive health through HIV/AIDS Prevention support by USAID through PSI/C

Target Area : Kong Pisey, Samrong Tong, Chbar mon district Kampong Speu province.
Target Group:

-          320 Indirect Sex Workers (IDSW),

Activities:
-          Participate in the training on basic knowledge of birth spacing methods and product knowledge
-          Train IPC staff, PEs, VHVs in using RH BCI tools and materials
-          Conduct IPC sessions with entertainment worker s and women at reproductive age
-          Conduct IPC sessions with women of reproductive age and their husband
-          Distribute BCI materials to target audience
-          Refer target groups to receive birth spacing methods at OK family Clinics and other trained health providers
-          Ensure target groups know where to access safe abortion including surgical and medical
-          Mobilize TG members to field test materials and participate in PSI research development and dissemination

Objective 1: Strengthen community level mechanisms
Key Activities:
    1. Situational analysis of Health Center Management Committees (HCMC), Village Health Support Groups (VHSG), Commune Councils (CC) to re-support community groups.
    2. Build capacity of NGOs/CBOs to become effective advocates for policy development, with particular focus on HIV/AIDS, TB, and Malaria
    3. Train and activate VHSG to become more reliable community health network
    4. Provide financial and technical support to HCMC to serve community
    5. Establish and harmonize community networks through establishment and operation of community fora.

Objective 2: Improve responsiveness of primary health care facilities
Key Activities:
    1. Support Commune Councils and Operational Districts in re-structuring HCMCs and training members.
    2. Advocacy with Commune Councils to provide on-going budgetary support to VHSGs and HCMCs.
    3. Train VHSG and HCMC members in client advocacy. 1) Ensure that the members understand their rights, and 2) it is both legitimate and their responsibility to be heard when those rights are not met by the public health system.
    4. Assist the poor and marginalized in presenting their concerns to Commune Councils.

Objective 3: Increase knowledge of community members to the three diseases and client rights:
Key Activities:
    1. Assist the national programs in training of VHSGs, and other interested community members, in the identification and management of the three diseases.
    2. Assist Operational District (OD)/NGOs in training health providers on client rights and create/disseminate material to be used in the HC to make clients aware of those rights.
    3. Community level education in client rights.
    4. IEC materials and best practices printing, will be offered in client rights, health seeking behavior (emphasis on the three diseases), women’s empowerment.

Objective 4: Lower access and utilization barriers:
Key Activities:
    1. Improve referral from the community to the Health Center
    2. Work with communities and Commune Councils to develop affordable mechanisms for routine village to health facility travel in remote rural areas.
